Liu Qi, male, Han nationality, is a native of Zuoquan County, Shanxi Province. He was born in 1956, entered the work force in 1974, joined the CPC in 1982, and graduated from Beijing Normal University with a Master Degree in 1983. From 2004 to 2009, he was Director of Organization Department of CPC Hainan Provincial Committee. Since 2009, he is Deputy Director, National Energy Administration.
